Go through the tune up: Cap & rotor, wires & plugs, plug gap. Air filter, vacuum leaks, throttle body stop switch correctly adjusted, throttle switch adjusted. Valve clearances (VERY carefully, .004" on the intake is easy to screw up!). Check all wiring for degradation to insulation, don't forget the two knock sensors in the valley under the intake manifold. Ideally you'd also check the fuel injectors for flow and pattern, and ideally you'd be able to check running fuel pressure. About the only running adjustment you can make is to the idle bypass screw, there's a procedure for this in the green books.
The rest of the car is good old fashioned problem solving - temperature sensors, knock sensors, wiring issues (these cars suffer the same biodegradable wiring harnesses as other Volvos of the period), etc. Try to find some green books online, I may still have a couple. K-jet.org is "temporarily" down, not sure if they're coming back. Volvotips has some too. They're online, but as you have found there are many more for the Turbo models.
